    Paul R. Donavan, Sc.D., Principal

    Dr. Donavan began his professional career in acoustics in 1976. At General Motors from 1979 to 2001, Dr. Donavan led projects and group activities in tire/road noise, interior noise control, aerodynamic noise generation, and exterior vehicle passby noise. Prior to 1979, he worked at Wyle Labs and the National Bureau of Standards on issues of environmental noise and noise measurement. Although Dr. Donavan has a broad background in acoustics, his particular areas of expertise include tire noise, sound intensity methods, aeroacoustics and wind tunnel testing, and structure-borne sound analysis. He received his Doctor of Science degree from the Massachusetts Institute of Technology specializing in Acoustics with research in urban sound propagation. Dr. Donavan has authored numerous technical papers and given short courses in his areas of expertise. In 2001, he served as President of the Institute of Noise Control Engineers (INCE-USA), and was recently appointed Secretary General of the International Institute of Noise Control Engineers (I-INCE).

    James A. Reyff, Principal

    Mr. Reyff began his environmental studies career in 1989 as a meteorologist. He joined our firm in 1995 as an air quality and acoustical specialist, with a broad background in meteorology, air quality, and noise. Mr. Reyff has prepared both air quality and noise technical reports for Caltrans projects. In a particular research study funded by Caltrans, Mr. Reyff combined his expertise in meteorology and transportation noise to investigate long-range diffraction and reflection of noise from sound walls under varying meteorological conditions. He earned his BA degree in Geoscience (Meteorology) from San Francisco State University.

    Fred M. Svinth, Associate AIA, Principal

    Mr. Svinth has been consulting in the U.S. and internationally on various aspects of acoustics and vibration and has worked continuously as an acoustical consultant since 1997. He has consulted on numerous projects for public, private and government clients. This includes the study of environmental noise and vibration related to land-use compatibility, noise control for conventional and alternative energy power generation systems, and the testing and design of sound isolation and room acoustics systems for all types of residential structures, entertainment venues, religious facilities, and industrial buildings. In addition to his work in acoustics, he has professional experience as a power plant field engineer and an architectural designer. Mr. Svinth holds degrees in Engineering from California Polytechnic State University in San Luis Obispo (BSME, 1989), and Architecture from the University of Texas at Austin (M.Arch, 1996). Mr. Svinth is a member of both the Institute of Noise Control Engineers and the Acoustical Society of America, and an Associate of the American Institute of Architects.

    Michael S. Thill, Principal 

    Mr. Thill began his professional career in environmental acoustics in 1999. His expertise lies in field research, data analysis, and noise modeling. He has conducted numerous field surveys in a variety of noise environments and has authored technical noise reports for various types of projects including residential, mixed-use, commercial, transportation, redevelopment, as well as educational facilities and office and industrial developments. Mr. Thill is proficient in the use of FHWA's Traffic Noise Prediction Model (TNM), and is familiar with the procedures for preparing highway noise impact studies presented in Caltran's Traffic Noise Analysis Protocol and the Technical Noise Supplement (TENS). Mr. Thill received a BS degree in Environmental Science from the University of California at Santa Barbara.

    Dana M. Lodico, P.E., INCE Bd. Cert., Senior Consultant 

    Dana M. Lodico began her professional acoustics career in 1999, designing small thermo-acoustic refrigeration devices. She currently focuses on transportation noise, environmental noise and vibration, quieter pavement evaluations, architectural acoustics, effects of noise on wildlife, and noise and land use planning. Ms. Lodico has contributed significantly to quiet pavement research efforts within state transportation agencies and the National Cooperative Highway Research Program (NCHRP).  She has conducted a vast range of highway noise studies, as well as hundreds of environmental noise and vibration studies. Her research efforts have included quiet pavement evaluations, innovative sound wall design, meteorological effects on traffic noise, truck noise source localization using acoustic beam forming, thermo-acoustic refrigeration design, and classroom acoustics. She has written and given more than 30 technical papers and presentations, contributed significantly to three AASHTO standards, and co-authored six refereed articles in the Transportation Research Record and Noise Control Engineering Journal. Ms. Lodico holds a B.S. degree in Civil Engineering from the University of Colorado at Boulder and an M.S. degree with a focus on Architectural Acoustics from Rensselaer Polytechnic Institute. She is a Registered Professional Civil Engineer (P.E.) in Colorado and California, and has been INCE Board Certified since 2007. Ms. Lodico was also recently elected as a Director on the Board of INCE-USA.

    Keith H. Pommerenck, Senior Consultant  

    Mr. Pommerenck consults on environmental noise and air quality issues. He has been preparing technical air, noise, energy, and vibration reports since 1987 for inclusion in CEQA and NEPA environmental documents for transportation projects. Mr. Pommerenck served as Caltrans' North Region Soundwall Coordinator by conducting investigations and providing resolutions to noise complaints from the public. He also provides expert assistance on issues related to acoustics, hydroacoustics, and bioacoustics.

    Carrie J. Janello, Senior Consultant  

    Ms. Janello has extensive educational and practical experience in Digital Signal Processing (DSP), Acoustics, Systems Dynamics, and Automotive Noise, Vibrational, and Harshness (NVH), with emphasis in Powertrain Systems. Ms. Janello worked for Ford Motor Company and other automotive suppliers where she successfully developed and implemented test procedures metrics to qualify and quantify growing Automotive NVH concerns; proposed and validated NVH design solutions for current production, new model, year, and concept level vehicles; and conducted sub-system and component tests in controlled environments, full-vehicle tests on-road and at idle, vehicle inspections both during and following final assembly, and subjective evaluations under normal and extreme usage. Ms. Janello graduated with her BS and MS degrees in Mechanical Engineering from the Ohio State University in 2004 and 2005, respectively.

    Casey Divine, Staff Consultant

    Ms. Divine started with Illingworth & Rodkin, Inc. in 2013, and was promoted to an acoustic staff consultant in 2016. Her duties include analyzing noise data, noise modeling, compiling and reviewing noise and air quality assessments, compiling company qualifications for proposals, and general administration and financial office managing. Her recent work includes weekly noise and vibration monitoring for the Summit Reservoir East Bay Municipal Utility District project and assembling I&R's qualification for Caltrans District On-Calls. Ms. Divine received her BA from Northeastern University, with a Major in Environmental Studies, and Minors in Environmental Geology, Law, Policy and Society.

    Manasi Biwalkar, Staff Consultant

    Since joining I&R in 2017, Ms. Biwalkar has participated in CEQA analysis for Highway expansion projects and compiled environmental noise impact reports.Prior to I&R, Ms. Biwalkar worked at Larsen and Toubro Hydrocarbons Ltd. In Mumbai for 2.5 years. She conducted environmental noise analysis for upstream, mid and downstream hydrocarbon projects. She also conducted pipe noise analysis including flow induced vibration and high frequency acoustic induced vibration analysis.Ms. Biwalkar earned her B.E in Mechanical Engineering from University of Mumbai in 2011 and her M.S. in Acoustics from Pennsylvania State University in 2017. Her interest in acoustics developed while working on a sound mapping project in the final year of Mechanical Engineering, wherein she conducted a noise measurement, mapping and impact report for a local textile factory. Her research work at Penn State focused on understanding the uncertainties in calculating community noise resulting from aircraft activity near airports due to consideration of real atmospheric data as opposed to a vertically homogeneous atmosphere. She presented her work at Acoustical Society of America (ASA) conference in Boston, MA in Summer of 2017.

    Mimi McNamara, Staff Consultant

    Ms. McNamara joined Illingworth & Rodkin, Inc in 2018 after graduating from the University of California, Davis with a Bachelor of Science in Environmental Science and Management with an emphasis on Climate Change and Air Quality. While attending Davis, she interned with the Alpha Jet Atmospheric eXperiment (AJAX) at the NASA Ames Research Center in Mountain View where she gained hands on experience collecting and analyzing various atmospheric chemical constituents. This internship along with her classes helped Ms. McNamara develop an interest in analyzing air quality within an urban planning setting.   

    Since joining I&R, Ms. McNamara has prepared a variety of technical air quality reports in compliance with CEQA for multi-family residences, commercial developments, and hotels. She can model air quality impacts within CalEEMod and analyze community health risk impacts using AERMOD.

    Cameron Heyvaert, Field Technician

    Mr. Heyvaert started with Illingworth & Rodkin in 2018 and has assisted in collecting acoustical, hydroacoustical, and vibration data for projects around the Bay Area. Prior to joining I&R, he served two terms with the Watershed Stewards Program where he monitored hydrology and water quality conditions throughout the North Coast region. He graduated with a BA in Biology from the University of San Diego in 2016.

    Micah Black, Field Technician

    Mr. Black joined I&R in August 2018, bringing his knowledge of field research methods, Geographic Information System (GIS) mapping experience, and operational management skills to the team. He earned his bachelor’s degree from Sonoma State University in 2013, focusing on geospatial techniques. While attending SSU, an internship conducting mapping research for the head of the geography department sparked his interest in field research. Since joining the I&R team, Mr. Black has conducted many noise measurements, as well as participating in extensive hydroacoustic monitoring and road noise projects.

    Angela Machado, Administration Manager

    Angela Machado started with Illingworth & Rodkin in 2015, bringing her extensive management experience to the team. With over 30 years of Operational Management experience, her excellent customer service, leadership, communications and multi-tasking skills are a valuable asset to our team.  Prior to joining I&R, she worked for many years as a Property Manager for a local firm and as a Manager at Fireman’s Fund Insurance Co. At I&R, Angela manages the overall daily office operations including office management, technology, human resources, recruiting & training personnel, compiling qualifications for contracts/proposals and accounting. She directly handles all financial matters such as client billing, accounts payable, payroll and banking. Her expertise in all facets of people/project management makes a significant contribution to our organization.
